Martin Parole and Probation Compared

Parole, probation, mandatory reentry supervision, and discharge describe different legal states. Kentucky DOC's Division of Probation and Parole administers community supervision, but the source of authority still matters.

A person can be outside a facility and still be an active offender in the administrative record. A community supervision location is not the same as full sentence completion. Likewise, the end of jail custody does not decide whether another court case, warrant, detainer, or supervision term exists.

Check Martin Post-Release Supervision

Kentucky Offender Online Lookup, or KOOL, is the main public starting point for DOC supervision. It is not a county-jail archive. Someone who only bonded out of Big Sandy Regional Detention Center may have no KOOL record tied to that event.

1. Search by full name. Use the PID or DOC number when available to avoid a namesake.
2. Open Advanced Search and review Supervision Status and County of Supervision. A Martin filter is useful but not conclusive.
3. Open the detail record. Read the current location, status, parole information, and any abscond field exactly as posted.
4. Compare a probation claim with the Martin court judgment or probation order.
5. Call District 11 with the person's identifier and ask which office is assigned. Do not report to a nearby satellite based only on distance.
6. Preserve the access date and confirm a recent change because DOC warns that newer information may remain unfinalized.

For a release event, also check Kentucky VINE. VINE can report a custody change but does not establish that supervision ended. The strongest verification pairs the agency status with the court or Parole Board action that created it.

Martin County District 11 Office

Martin County belongs to Kentucky DOC Probation and Parole Eastern Region District 11. The official district page lists eight counties. It does not list a separate Martin satellite. The main office is the safest routing contact when paperwork or KOOL does not clearly identify an assigned officer.

The official page also lists a Johnson County satellite at 708 South Mayo Trail in Paintsville, 606-788-7055, and a Floyd County satellite in Prestonsburg. Paintsville may look convenient because BSRDC is there. That does not make it the assigned supervision office. Call District 11 and follow the release paperwork or officer's instructions.

Martin Abscond and Warrant Status

KOOL includes escape and abscond date filters. An abscond entry is not discharge. It indicates that the agency reports a failure to remain lawfully available for supervision and may be associated with a warrant or revocation process. Avoid describing the person as free, finished, or fully released. Confirm the exact posted label with DOC and use court records for any filed revocation matter.

Supervision conditions are person-specific. Public records may show status and office but not every instruction. The assigned officer and controlling order are authoritative for reporting, travel, treatment, or other requirements. VINE alerts may flag specified custody or parole events, yet a notification is a prompt to check the source record rather than a substitute for it.

How Martin Supervision Ends

Supervision ends through the authority that governs it, not merely because a date passed on an older printout. A probation record should be reconciled with the sentencing court and any discharge or revocation order. Parole and mandatory reentry supervision should be checked with Kentucky DOC. Parole eligibility, a recommendation, a proposed release date, and discharge are separate milestones. A Board recommendation can still be followed by conditions, recalculation, a detainer, or rescission. Verify the physical release after the event, then verify whether supervision remains. Martin Parole Hearings Are Not Releases

The Kentucky Parole Board schedule page is the official calendar hub. It publishes monthly schedules and weekly eligibility hearings. Appearance on an eligibility list means review, not release. A hearing may occur before the actual eligibility month.

Use KOOL's Parole Information table for a person-specific action. “Deferred” means another period passes before consideration. “Serve-out” directs service toward the sentence endpoint under the applicable rules. “Parole Recommended” and a proposed date still do not prove the person left the institution. Martin County Reentry Care

Mountain Comprehensive Care Center's federally documented Big Sandy Adult Reentry Program serves sentenced adults at BSRDC within four months of release and links participants with community treatment after release. Martin County is in its service area. Current eligibility and contact details should be verified with the program. It is a care-navigation resource, not evidence of parole, probation, or discharge.

District 11 Assignment Matters

Martin is one of eight counties assigned to District 11, whose main office is in Pikeville. The separate Johnson County satellite in Paintsville can cause confusion because it is near the regional jail used for Martin detainees. Jail location does not set the supervision office. Confirm the assignment shown on release paperwork or obtain it from District 11 before appearing at any office.

Kentucky Supervision Laws

KRS 439.340 provides the general parole framework. KRS 439.3401 addresses defined violent offenders, and KRS 439.3406 governs mandatory reentry supervision. The current offense classification, offense date, sentence, Board action, and DOC calculation all matter. Do not apply a general percentage or calculate a personal date from a summary.
