Understanding Martin County Releases
For an ordinary Martin County arrest, the local custody record usually begins at Big Sandy Regional Detention Center, or BSRDC, in Paintsville. Martin is one of the counties served by that regional jail. A person is released when that jail's legal authority to hold the person ends and no other authority immediately takes custody. Bond, dismissal, time served, probation, or completion of a local sentence can lead to community release. The booking and release sheet records the jail event, while the Martin court file may contain the order that explains it.
A transfer is different. Someone may leave BSRDC for Kentucky Department of Corrections custody, another jail, the U.S. Marshals Service, the Bureau of Prisons, or immigration custody. Their name can vanish from the local roster even though they remain confined. Ask BSRDC for the release or transfer code and receiving agency. Then search that next system. Parole and probation also differ from discharge. A person may live in the community yet remain under correctional control until supervision ends.

What Martin Release Records Show
A useful request ties the exit to the correct booking. Names alone are weak identifiers, especially when aliases or common names are involved. Ask for existing fields instead of asking the custodian to create an explanation.

Dates can differ without being false. A judge may sign an order before the jail completes discharge. VINE may post after a source-system update. Kentucky DOC computes state sentence dates on its own timeline. Record the source and the time viewed, then resolve the gap with the agency that owns that part of the event.
Request a Martin Release Sheet
Kentucky residents may request nonexempt records under KRS 61.872. BSRDC does not publish a local request form, records email, copying rate, or photo fee on the sources reviewed. Call 606-297-5245 during its published weekday office hours to identify the records custodian, delivery address, accepted format, and any lawful copy charge before sending payment.
- Identify the person with a full name and an approximate booking date. Add a date of birth only when needed to separate namesakes.
- Ask for the existing booking and release sheet, including times, disposition code, booking number, and receiving agency if transferred.
- Choose hand delivery, mail, fax, or email after confirming the designated custodian. The standardized Kentucky OAG-1 form must be accepted.
- Keep proof of delivery. If a record is stored or unavailable, the agency generally must explain the delay and give an availability date under the statute.
- Request segregable, nonexempt fields if part of the record is lawfully withheld.
The Martin Circuit Court Clerk holds court documents, not the jail's operational sheet. Request the bond order, dismissal, judgment, probation order, or other existing court record when the legal reason matters. Kentucky DOC and federal agencies maintain their own records. Directing each request to its creator avoids delay.
Kentucky Release Record Limits
Kentucky's open-records framework is in KRS 61.870 through 61.884. KRS 61.878 includes exemptions that may protect juvenile, medical, victim, security-sensitive, private, sealed, expunged, or active-investigation material. The BSRDC-specific Attorney General decision 21-ORD-013 found a procedural violation where a denial failed to cite and explain an exception. It does not make every jail record automatically public.
Expungement can remove covered records from official public systems. Kentucky uses different statutes for qualifying dismissals, acquittals, misdemeanors, and eligible felonies. The official Kentucky Court of Justice expungement page supplies current forms and fees. A missing result may reflect a lawful access limit. It is not proof that no custody event occurred.
The official process begins with a Kentucky State Police and Administrative Office of the Courts certification, followed by the proper petition in the county of the original charge. The court page currently lists separate certification, initial filing, and granted-petition charges for eligible felony matters. Fees and forms can change, so confirm them at filing time. A prosecutor receives an opportunity to object. Once relief is complete, affected official agencies remove covered records as required by the order and statute.
Booking photographs have another narrow rule. KRS 61.8746 targets a commercial publisher that obtains an agency booking or inmate photo and then demands payment or other consideration to remove it. The law provides possible court relief, costs, attorney fees, and escalating damages. It does not make every photograph secret, require every custodian to publish one, or turn a private copy into a release record. Disclosure still depends on the proper custodian, exemptions, and any court order.
Find Released Martin County Inmates
Start with the custody system, not a broad name search. Martin has no official public BSRDC released-person archive or rolling feed. The public roster is limited to current offenders. Its disappearance signal is therefore ambiguous.
- Search the BSRDC current roster. A match means the person is still shown in that jail's current custody.
- If the entry disappeared, call BSRDC and ask whether the event was release or transfer, then request the release sheet.
- Search Kentucky VINE for a reported no-longer-in-custody status and date. Register on both a jail and DOC record if both exist.
- Use KOOL only for Kentucky DOC custody, discharge, or supervision. It is not a county booking archive.
- Check Martin District and Circuit Court records for the order that changed custody.
- For federal custody, use BOP. Use ICE ODLS only when an immigration transfer is a specific possibility.
Identity discipline prevents the most common error. Start with the full name and any known booking, PID, DOC, BOP register, or court case number. Compare the facility and approximate custody date before treating two results as the same person. Search aliases or partial names only as discovery methods, then return to a stable identifier. Keep the date each portal was checked because agency records can update at different times.
When no online result appears, do not conclude that no record exists. A recent change may not have posted, an old record may sit in storage, an expungement may limit access, or the person may belong to a different custody system. Call the likely custodian and request a precise existing record. If BSRDC reports a transfer, ask for the receiving agency instead of repeating a county search. If the Martin docket shows an order, request the signed document rather than relying on a brief event label.
Kentucky DOC Release Search
Kentucky Offender Online Lookup, known as KOOL, applies when a person entered Kentucky DOC custody or supervision. Search by surname and given name, then use a DOC number or PID when available. Advanced fields include offender type, supervision status, location, county of supervision, conviction filters, abscond ranges, and Projected Release Date From/To.
Open the detail record and keep its terms distinct. Expected Time To Serve, Minimum Expiration of Sentence Date, Parole Eligibility Date, Maximum Expiration, and a parole-history Proposed Release Date answer different questions. The official Kentucky DOC KOOL page warns that information is updated daily and that newer information may not yet be finalized. Review that official warning before relying on KOOL.
The warning is a reason to preserve the record date and confirm a recent change with DOC Offender Information Services or the assigned supervision office.
Martin County Has No Release Feed
The BSRDC software configuration reports current-only public display. Although its backend includes a released-retention value, released controls are suppressed in the public interface. That internal value does not create a public archive and must not be described as one. There is no official 24-hour or 72-hour released list in the researched interface, no published refresh cadence, and no advertised official Martin or BSRDC jail app.

Verify Martin Post-Release Supervision
Parole is conditional community release under Parole Board authority. Probation is ordered by a court. Mandatory reentry supervision is a separate Kentucky mechanism. None means that the underlying sentence has necessarily ended. Use KOOL's supervision status and county filters, then confirm the assigned office through Kentucky DOC District 11. USP Big Sandy and its camp are federal facilities in Martin County. Search a sentenced federal prisoner through the BOP Inmate Locator. “Released” differs from “In Transit,” and a future release date remains projected. ICE's locator covers a different system and a limited recent-release window. A BSRDC departure followed by an ICE detainer can be a transfer, not community release.

County detainees travel outside Martin to BSRDC in Paintsville, while a high-security federal prison and its minimum-security camp sit inside Martin near Inez. “Big Sandy” can name either system. Always pair the name with regional county jail or federal BOP prison.

Call ahead to confirm scheduling, pickup, cost, and service availability.
Martin Court Records Split
BSRDC timestamps the jail event in Johnson County, but the Martin Circuit Court Clerk holds Martin criminal case records. A felony may begin in District Court and continue in Circuit Court after indictment, sometimes under another case number. Search both stages. The Kentucky court docket portal is an entry point, not an unrestricted document archive.
Use the result to identify the case, then ask the Martin clerk for the actual order or docket sheet.
Martin Release Payment Scam Warning
BSRDC warns that it does not call families or authorize an outside agency to demand $2,500 through Apple Pay to secure release. Do not send money based on an unsolicited call. Verify bond and release instructions with the jail and court, then report a suspected scam to law enforcement.
BSRDC Fees Need Verification
The Mountain Citizen reported that the regional jail changed charges for bookings beginning July 1, 2025, from a $130 flat booking fee to $25 plus $5 per day, while people already held remained under the prior model. That is attributed local reporting, not a current official fee schedule. Confirm any balance or present policy directly with BSRDC before relying on it.
